The ACSH held online webinars "Best HR Practices in Public Service: the Experience of Belgium"

Online webinars, organized by the ACSH following the study tour to the Directorate-General Recruitment and Development of the Belgian Federal Public Service Policy and Support (BOSA), were held on Wednesday and Thursday, April 15-16. 

The speaker was a recognized expert in the field of human resources management – Ms. Gulmira Raisova, who is also the Chairperson of the Coordination Council of the Republican Association of HR Managers. 

During two-day webinar, issues related to the activities of the recruitment agency for the federal administration SELOR, selection for the civil service, the federal model of competencies, methods of motivation, training, evaluation, and training of managers used by the Directorate-General for Recruitment and Development of the BOSA were considered.

Of particular interest to the participants were such topics as selection and recruitment, remuneration system in the civil service, motivation and career growth, a policy of balancing between work and rest periods. The BOSA uses a new format (flex-space offices) and flexible working hours. Thus, civil servants should be present at work for three days a week at their own discretion and other two days  can work remotely. Civil servants work in flex-space offices without stationary personal workplaces. They also implement the “5 + 1” competency model, which focuses on both general (behavioral) and technical competencies required to perform the work.

Webinars were attended by 120 people, including representatives of the Agency of the Republic of Kazakhstan for Civil Service Affairs, central and local government authoritites of Kazakhstan, representatives of the Academy of Public Administration under the President of the Republic of Kazakhstan and the Academy of Public Administration under the President of the Republic of Uzbekistan, as well as representatives of the State Personnel Service of the Kyrgyz Republic.

This event received positive feedback from participants.

The Hub will continue to support government bodies and has already planned various webinars for civil servants on actual issues in civil service.
