Astana Civil Service Hub assists government bodies in the development of personnel services during a pandemic

Given the important role of Human Resources Management Services (HRMS) in ensuring the effectiveness of the state apparatus, the Astana Civil Service Hub jointly with the Agency of the Republic of Kazakhstan for Civil Service Affairs launched a training program for the development of the HRMS “HR Practicum: HR Trends and Practical Skills”.

As part of a five-month program, participants will become familiar with current trends and innovative solutions in the field of HR-technologies for quickly restructuring services to meet new requirements and tasks of the post-pandemic period. The program also assists HR managers and specialists in developing new competencies for the necessary changes in organizations.

The first module was attended by more than 50 HRMS's representatives of central and local government bodies of Kazakhstan and the Kyrgyz Republic.

During the first session, the trainer of the program, Ms.Gulmira Raisova, the Chairperson of the Coordinating Council of the “Republican Association of HR Managers of Kazakhstan”, spoke about the growing role of HR during the pandemic. “In a world full of uncertainty, unpredictability, complexity and ambiguity, the role of HR goes to a strategic level,” said the expert. She also noted that “when the whole world is confused, in many organizations HR managers are the ones who can support both managers and employees.”

Each lesson of the program consists of a theoretical part, interviews with HR directors of large companies and workshops on mastering new skills. During the first interview with Ms.Tamila Mikulich, the Human Resources Managing Director of JSC «Kazakhstan Temir Zholy», the participants learned about the practices implemented in the company and the challenging situations that arise in the work.

A unique aspect of the program lies in the fact that it will present the most successful and latest practices in the field of HR. The structure of the program allows participants to apply the acquired skills and knowledge immediately in practice.

The ACSH continues to support the efforts of government bodies aimed at increasing the capacity of civil servants and finding tools to improve their performance in the current environment.
