ACSH and China: Strengthening Cooperation in Civil Service Development

On 17 July 2025, in Astana, Mr. Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub, held a meeting with the delegation of the People’s Republic of China, headed by Mr. Chen Longfa, Director of the First Bureau for Civil Service Affairs of the Organization Department of the CPC Central Committee. The meeting was also attended by H.E. Mr. Han Chunlin, Ambassador of the People’s Republic of China to the Republic of Kazakhstan.

Welcoming the delegation, Mr. Baimenov emphasized China’s important role as one of the co-founders of the Hub and expressed gratitude to the Government of the People’s Republic of China for its continued support of the organization’s activities. He noted that it is encouraging to see civil service issues held a prominent place in multilateral international cooperation, as this area plays a significant role in fostering mutual understanding.

Mr. Chen Longfa, in turn, expressed appreciation to the ACSH for its productive cooperation and comprehensive approach to studying key issues of civil service and governance. He highlighted the meaningful contribution of Chinese scholars and practitioners to the Hub’s work as a part of broader international cooperation, and underscored the practical nature of the partnership, which supports the advancement of shared goals in the field of public administration.

Continuing the exchange of views, the sides discussed key issues related to civil service development, capacity building, improving public sector efficiency, and the role of international collaboration in these areas. As part of the meeting, the Hub presented its research projects and publications, which received strong interest from the Chinese delegation.

In particular, they explored new avenues for partnership in joint research initiatives, including the preparation of a special issue of the ACSH’s Journal focused on China’s experience.

Special attention during the meeting was given to China’s practices in civil service recruitment and career promotion. In this regard, the parties expressed interest in developing thematic case studies and organizing high-level seminars.

At the conclusion of the meeting, both sides expressed confidence that the agreements reached would give new momentum to their cooperation and open up new opportunities for knowledge exchange and joint initiatives.
